For homeowners and the trades coordinating kitchen upgrades, the practical message is clear: do not treat stone cutting as a quick grinder job. Cutting, drilling or polishing a silica-containing surface can generate hazardous respirable crystalline silica dust if it is done the wrong way. Once that dust is in a finished kitchen, it can spread through cupboards, appliances, nearby rooms and ventilation systems.
What changed for engineered stone in NSW?
Australia introduced a national prohibition on the use of engineered stone from 1 July 2024. In NSW, this means the manufacture, supply, processing and installation of engineered stone is generally prohibited, subject to limited arrangements and exceptions set out in the applicable work health and safety rules.
The ban was introduced because engineered stone can contain high levels of crystalline silica. When the material is dry cut, ground, drilled or polished, fine silica particles can become airborne. These particles are small enough to enter deep into the lungs, creating an unacceptable long-term health risk for workers and anyone nearby.
For a homeowner, this does not automatically mean an existing benchtop must be removed. Many homes already have engineered stone installed. The key distinction is between putting new engineered stone into the market or installing it, and carrying out permitted work on a legacy benchtop already in place.
That distinction matters when planning a renovation. A plumber may need a larger hole for a new mixer. An electrician may need a cut-out for a pop-up power point. A cabinet installer may need the cooktop opening adjusted. The work may be possible, but it needs to be properly assessed and completed using controls suited to the material, the task and the site.
Engineered stone compliance updates: what homeowners need to check
Start by confirming what the benchtop actually is. “Stone” is not a material description detailed enough for safe planning. A benchtop may be engineered stone, natural granite, marble, porcelain, sintered stone or another composite product. Each has different properties, and some materials can still create silica hazards when worked.
If you have product paperwork, keep it handy. Installation records, invoices, brand details and slab labels can help identify the surface. If the material cannot be confidently identified, it should be treated cautiously until a competent specialist has assessed it. Guessing based on colour, pattern or appearance is not a compliance plan.
Next, define the exact modification before anyone arrives. A clear photo of the whole bench, close-up images of the proposed cut area, measurements and the underside of the slab help prevent mistakes. They also allow the cutting method, access, water management and support requirements to be considered before work starts.
The task itself affects the risk. A small tap hole is different from enlarging a sink cut-out. A cut near a join, corner, edge or unsupported overhang needs extra care because stone can crack when internal stresses are released. A specialist should assess whether the requested alteration is suitable rather than promising that every cut can be made without risk.
Why wet cutting is central to safer on-site work
Dry cutting engineered stone is not an acceptable shortcut in an occupied home. It creates the dust problem the compliance changes are designed to address. A mobile operator using water-fed cutting equipment can suppress dust at the source while also helping keep the stone cool during the cut.
Cooling is not just a cleanliness benefit. Stone surfaces can be vulnerable to heat build-up, vibration and poor blade control. The right wet cutting process supports cleaner, more accurate work and reduces avoidable stress on a high-value benchtop.
But wet cutting is not simply a matter of adding water to a saw. The water and slurry must be contained, collected and cleaned up correctly. A compliant approach also requires suitable equipment, trained operators, appropriate respiratory protection where required, controlled access to the work area and a plan for cleaning the site. The exact controls depend on the job. A well-managed kitchen cut-out has different access and containment needs from a larger alteration in a busy commercial fit-out.
What good planning looks like before a cut-out
The best time to solve compliance and workmanship issues is before the trades are booked. In a finished kitchen, sequencing matters. Disconnecting plumbing, removing the cooktop, protecting cabinetry and confirming clear access should happen before the stone specialist begins.

A kitchen can look spotless after a dry cut while fine silica dust remains in hidden areas. That is why visual cleanliness alone is not proof that a job was done safely. The cutting method, dust controls, cleanup process and operator competence matter from the first contact with the surface.
Homeowners should also be cautious of vague promises such as “we will just cut it outside” or “it is only one small hole”. Moving a benchtop outside is often impractical once it is installed, and small cuts can still create hazardous dust. Likewise, opening doors and windows does not control silica exposure. It can spread contamination further through the home.
For trades, the compliance issue is also about scope. Do not ask another contractor to make an unplanned stone adjustment with whatever tool is on the ute. If a benchtop modification is needed, bring in a specialist who understands on-site stone work, can assess the material and uses wet cutting controls appropriate to the task.
When a modification may not be the right option
There are situations where cutting should pause. If the slab has existing cracks, weak joins, severe damage, insufficient support or an uncertain material type, the risk of damage may be too high. The same applies where the required opening would sit too close to an edge, corner or structural cut-out.
Sometimes a different appliance size, a revised tap position or a cabinet adjustment is the better answer. That may feel inconvenient, but it is better than forcing a cut that puts the entire benchtop at risk. Good workmanship includes saying no when the requested outcome cannot be achieved safely or reliably.
Regulatory requirements and guidance can be updated, particularly for legacy engineered stone work. Before booking any alteration, check current NSW requirements and ensure the contractor can explain how they will manage silica, water, slurry and the integrity of the slab.
